I have the honour to inform you that a Mr.
Sham Tas-laung has informed this Government that he has been
appointed by the Ministry of Communications to take over
from Mr. Mak Chung-wa the post of Superintendent of the
Chinese Telegraph Administration in Hongkong.
As the credentials held by Mr. Sham Tsz-
leung are apparently in order, he has been permitted to
take over charge of the Chinese Telegraph Office. I shall
however be glad if you will be so good as to ask the
Ministry of Communications whether the appointment has been
duly made; and if you will at the same time remind them
that it is not customary for a Foreign Power to make any
official appointment to this Colony without prior notificat-
ion to thisa Government.
